An independent review of California’s January 2025 Palisades and Eaton fires found that satellite maps missed urban spread, prediction models struggled with burning neighborhoods, and intelligence products lacked a defined route into emergency decisions.

The independent review documented where California’s wildfire intelligence missed observed fire spread and where available products failed to enter decision workflows. It connects sensing and modeling limitations with gaps in validation, interagency situational awareness and operational use.

Emergency managers need intelligence that remains useful when aircraft cannot fly and fire moves between structures. Shared maps, ground-observation backups and defined validation procedures can address gaps that the report found delayed and complicated evacuation decisions.

California had invested in satellite detections, mapping aircraft and wildfire prediction models, but the review found that these capabilities did not reliably support decisions during the Palisades and Eaton fires. FireGuard satellite perimeters missed urban and coastal burning. FIRIS aircraft produced better perimeters when airborne, but dangerous winds grounded aircraft during critical hours. Prediction models could not capture the observed spread through neighborhoods, and automated simulation workflows lacked validation. The operational gap was equally significant: products circulated through texts, emails and separate platforms without a defined process for receiving, validating and applying them. The report recommends a shared operating picture combining fire progression, weather, field observations and evacuation status. For agencies, the findings shift attention from acquiring more intelligence tools to testing their limits and establishing how people will use them under emergency conditions.
