Thurston County links GIS conservation priorities to lower landowner participation costs

The county developed a shared conservation prioritization framework using spatial analysis and financial modeling. Findings also informed lower application fees, a simpler Conservation Futures application process and reduced easement recording costs.

For county planners and conservation partners, the framework supports coordinated decisions about where to direct conservation efforts. Lower fees and administrative burdens make it easier for landowners to participate in programs intended to retain working lands, habitat connectivity and clean water.

Thurston County’s Working Lands Conservation Strategy combines spatial data, a multi-benefit opportunity framework and financial modeling to identify priority conservation opportunities across more than 230,000 acres facing development pressure. Supported by a 2.5-year, $385,000 Habitat Strategic Initiative Lead subaward, the work brought together a technical advisory group to coordinate existing conservation efforts and evaluate future actions and funding scenarios. The county also made operational changes during strategy development: Open Space Tax Program application fees fell from $1,800 to $236, the Conservation Futures application process was streamlined, and easement recording costs were reduced. The significance is the connection between GIS analysis and program administration, rather than mapping alone. Conservation organizations now have a shared framework for aligning priorities and engaging in land-use planning, while landowners face lower participation costs.
