Utility damage estimate reaches $83.2 billion as analysis counts wider disruption

CGA released a broader modeled estimate of the economic consequences of underground utility strikes, raising the annual benchmark from $30 billion to $83.2 billion. The increase reflects both rising damage incidents and expanded cost accounting, not simply a tripling of repair costs.

Utility owners, excavators and public agencies that assess damage prevention only against repair bills may overlook much larger business and community consequences. The model provides a broader basis for evaluating prevention spending, although its higher-reporting scenario should inform how the headline figure is used.

Common Ground Alliance’s new report expands the accounting of underground utility damage beyond repair bills to include operational, business, human, community and environmental impacts. It models 668,999 incidents in 2025 and estimates annual economic exposure at $83.2 billion, compared with the widely cited $30 billion benchmark established in 2019. Direct repairs account for just 5.9% of the new total; community, environmental and business consequences together account for more than three-quarters. The comparison is not a like-for-like measure of cost growth: the report reflects both rising incidents and broader accounting. Its headline estimate also uses a higher-reporting scenario derived from the 94th percentile of consistent damage reporters. For infrastructure managers, the findings support evaluating damage prevention against wider disruption costs, rather than repair spending alone.
