Wausau pairs lead service line mandate with gap financing

10 Sec Scan
Wausau City Council approved an ordinance requiring non-lead private-side water connections and gap financing for replacement work, pairing a compliance requirement with financial support as approximately 2,900 lead service lines remain.
What Changed
The council approved a requirement that private-side connections to city water infrastructure use copper or other non-lead materials. It also approved gap financing to cover replacement costs not met by outside funding sources.
The Signal
Utility and public works teams now have an ordinance intended to secure property-owner participation and financing intended to preserve equal financial terms for delayed replacements. With approximately 2,900 lines remaining, coordinating field work and resolving logistical delays remain substantial local delivery tasks.
60 Sec Understand
Wausau is pairing a requirement to replace private-side lead water connections with financing intended to keep remaining property owners on the same financial terms as earlier participants. The council approved an ordinance requiring copper or other non-lead materials, alongside gap financing for work not covered by outside funding. Alder Michael Martens said the ordinance is intended to secure participation from properties still awaiting replacement and position the city for grant or loan programs that require such a commitment. For utility and public works teams, the decision addresses participation and funding barriers, while scheduling, location and census-tract factors have delayed some replacements. Wausau has replaced more than 3,500 lead service lines over three years, with approximately 2,900 remaining. Project managers at Community Infrastructure Partners estimate that starting before the EPA’s lead pipe removal mandate took effect saved around $7 million amid rising construction and material costs.
